13-member committee formed to review commercialization of ‘Okada’

The Minister for Transport, Joseph Bukari Nikpe has established a 13-member committee to review Section 128 (1), (2), and (3) of the Road Traffic Regulations 2012 (L.I. 2180), which currently prohibits the commercial use of motorcycles and tricycles, commonly known as ‘Okada.’

The committee has been given a three-week timeline to assess the regulation and make recommendations on the possible legalization and regulation of commercial motorcycle and tricycle operations in Ghana.

This move signals a potential shift in government policy on ‘Okada operations, which have been a contentious issue due to concerns over road safety and the economic benefits they offer.

The Minister during the inauguration said “Today, we are here embarking on a journey to create safe use of commercial use of motorcycles and tricycles in Ghana. The inter-agency committee which is being inaugurated today will therefore consider the road traffic regulations 2012, L.I. 2180 and suggest possible amendments to the regulation including the operational modalities for effective implementation of commercial motorcycles and tricycles
The committee’s task will be to engage through discussions, data gathering and analysing best practices to ensure amendment to the road traffic regulations to address safety concerns whiles promoting economic benefits.

The Minister charged the committee to focus on two key principles, safety, inclusivity and innovation in its mandates to ensure the safe commercialisation of ‘Okada’

The outcome of the committee’s review could have significant implications for transport policy and urban mobility in the country.
