Two new appointed deputy commissioners at the Electoral Commission, Emelia Afi Agbenyo and Joseph Kwaku Asamoah have been sworn into office by President John Dramani Mahama, reports Graphic Online’s presidential correspondent, Kester Aburam Korankye.

The two took the oath of office at the seat of government, formally assuming their roles to support the EC’s mandate.

They replaced Dr Bossman Asare, a deputy commissioner in charge of Corporate Services who resigned effective July 31, 2026, to take up full assignment back in academia and Samuel Tettey, who was in charge of operations and has retired on the attainment of the compulsory retirement age of 65.

The Electoral Commission is mandated to enforce and administer all laws and regulations relative to the conduct of elections and referendums.

Article 43 of the 1992 Constitution indicates the appointment of the Chairman and two deputy chairmen of the Electoral Commission and four other members.

Article 44 states the qualification of the appointees and indicate that the two deputies shall have the same terms and conditions of service applicable to a Justice of the High Court and that they shall not while they hold office on the Commission, hold any other public office

Who is Jospeh Kwaku Asamoah (Esq)?

He has over 17 years of experience spanning public service, legal practice, academia and electoral governance. He previously held several senior positions at the EC, including Director of Finance, Director of the Training Centre and Head of Audit.

Who is Emelia Afi Agbenyo?

Emelia Afi Agbenyo, was a Deputy Director for Operations at the Ghana TVET Service where she oversaw technical and vocational education initiatives.

She was a Commissioner at the National Development Planning Commission where she focused on inclusive economic growth, skills development, and gender equality.

Her professional career in international development includes working as a technical advisor for GIZ Ghana, where she co-authored Ghana’s first disability and gender-inclusive TVET manual.
