Mid-Year Budget Review: MPs outline expectations ahead of Ato Forson’s presentation

Members of Parliament have outlined their expectations ahead of the presentation of the 2026 Mid-Year Budget Review by Finance Minister Dr. Cassiel Ato Forson in Parliament on Thursday, July 23.

The review, announced by Deputy Majority Leader Kweku Ricketts-Hagan during the presentation of the Business Statement on July 14, is expected to provide an update on the implementation of the 2026 Budget, assess Ghana’s economic performance in the first half of the year, and outline any fiscal policy adjustments.

Speaking to Hot FM’s Parliamentary Correspondent, Bono Hemaa Serwaa Boakye Agyeman, the Member of Parliament for Lower West Akim, Owen Kwame Frimpong, expressed confidence that the Finance Minister would deliver a budget review that reflects the government’s economic progress. He also urged the Minority to participate constructively in the debate, insisting that claims the government has underperformed do not align with current economic indicators.

The Member of Parliament for Akim Oda, Alexander Akwasi Acquah, wants the Mid-Year Budget Review to prioritise funding for the Agenda 111 hospital projects initiated under the previous Akufo-Addo administration. According to him, the GH¢100 million allocated in the 2026 Budget to complete 10 hospitals is grossly inadequate, arguing that the medical equipment required for a single facility could cost more than $100 million. He called on the Finance Minister to commit more resources to complete the projects.

Meanwhile, the Member of Parliament for Berekum West, Dickson Kyere-Duah, said he expects only minimal adjustments to the 2026 Budget. He expressed confidence that the Finance Minister would not seek additional funding, citing what he described as prudent economic management since the beginning of the year.

For his part, the Member of Parliament for Effia, Lawyer Isaac Boamah-Nyarko, is demanding greater accountability from the government. He said the Mid-Year Budget Review should provide a detailed account of how allocations approved under the 2026 Budget have been utilised, while also giving Parliament an update on the implementation of the Nkokonkitinkiti Programme.

Dr. Cassiel Ato Forson is expected to present the 2026 Mid-Year Budget Review before Parliament on Thursday, with lawmakers anticipating updates on government expenditure, revenue performance, and the country’s broader fiscal outlook for the remainder of the year.
