Minority demands Damang Mine agreement, production and revenue records from Lands Minister

The Minority Caucus in Parliament has formally requested the release of the Damang Mine Lease Agreement and a comprehensive report on the mine’s operations since it was handed over to indigenous mining firm Engineers and Planners (E&P) Limited.

In a letter dated July 28, 2026, addressed to the Minister for Lands and Natural Resources, Emmanuel Armah-Kofi Buah, the Ranking Member of Parliament’s Lands and Natural Resources Committee, Kwaku Ampratwum-Sarpong, said the request forms part of Parliament’s constitutional oversight responsibility over the management of Ghana’s natural resources.

The Damang Mine, located in the Western Region, reverted to the State after the expiry of the mining lease previously held by Gold Fields Ghana Limited through its subsidiary, Abosso Goldfields Limited. Following a competitive tender process conducted by the Minerals Commission under the Minerals and Mining (Licensing) Regulations, 2012 (L.I. 2176), the lease was awarded to Engineers and Planners Limited, with the company officially assuming control of the mine on April 18, 2026.

According to the Minority, Parliament requires access to the certified Damang Mine Lease Agreement, together with any operating, transitional or ancillary agreements signed between the Government of Ghana and Engineers and Planners Limited. The Caucus is also requesting copies of all schedules, annexures, side letters and the Minerals Commission’s Tender Committee report that informed the award of the lease.

Beyond the legal agreements, the Minority is seeking a detailed account of the mine’s operations from April 18, 2026, to date. The requested information includes monthly gold production figures in ounces or kilograms, total revenue generated from the sale of gold and other minerals, as well as details of sales made to the Ghana Gold Board (GoldBod) and any other buyers.

The Caucus is also demanding an itemised breakdown of taxes paid to the State, including corporate income tax, Pay-As-You-Earn (PAYE) and other statutory levies, in addition to royalties paid under the Minerals and Mining Act, 2006 (Act 703). It further wants details of any dividends or payments made to the government under its 10 percent free carried interest in the mine.

Hon. Ampratwum-Sarpong stressed that the request should not be viewed as a judgment on the transaction or the performance of Engineers and Planners. Rather, he said, Parliament has a responsibility to ensure transparency and determine whether the State is receiving the expected benefits from one of its strategic mining assets.

Speaking to journalists in Parliament, the Asante Mampong MP disclosed that, as of now, the Ministry of Lands and Natural Resources has not responded to the request. He urged the Ministry to furnish Parliament with the information within the 14 working days stipulated in the letter to enable lawmakers to effectively perform their oversight role.
