Wanted tech engineer surrenders to OSP, granted GHS100k bail

Raphael Mensah, alias Odoi, who was declared wanted by the Office of the Special Prosecutor (OSP) for alleged involvement in a corruption-related offence, has voluntarily returned to Ghana and surrendered to the authorities.

The OSP confirmed in a social media update that Mensah “returned from abroad, surrendered, and was placed before the court today.”

The 42-year-old self-employed IT engineer was arraigned on Tuesday, July 15, 2025, following an arrest warrant secured by the OSP on July 8. He is accused of aiding and abetting the improper use of a public office for personal gain, in contravention of sections 20(2) and 179C(a) of the Criminal Offences Act, 1960 (Act 29).

At his court appearance, Mensah was granted bail in the sum of GHS 100,000 with two sureties. The court also imposed conditions requiring him to deposit his passport and report to the OSP every two weeks. “He was granted bail of GHS 100,000 with two sureties, ordered to deposit his passport, and report to the OSP every two weeks,” the OSP stated.

Before his surrender, Mensah had been described in a wanted notice as possibly residing in various regions of Ghana, including the Northern, Upper East, and Upper West regions, or abroad in countries such as the United States, United Kingdom, or South Africa.

The OSP has reiterated that all accused individuals are presumed innocent until proven guilty in a court of law.
